Reasons for Monitoring Performance

Co-regulation requires landlords and tenants to work more closely together than ever before in scrutinising the delivery of regulatory standards and local offers. 

All social landlords have to report on their performance against the six regulatory standards, which came into force in April 2010.

In addition to this, Hackney Homes, Hackney Council and a number of social landlords in the borough have agreed a common set of service standards for all tenants in Hackney, known as the Hackney Offer.

Hackney Homes also report on a set of indicators known as Business Critical Indicators (BCI's). BCI's are a set of important indicators, that has been agreed by Hackney Homes and the Council and forms an essential part of Hackney Homes Delivery Plan. The BCI's allows our stakeholders to monitor Hackney Homes performances across a range of services.

Tenant Scrutiny

A tenant scrutiny panel has been implemented for the core purpose to monitor Hackney Homes against the agreed offer. This includes the scrutinising of performance.

The role of the scrutiny panel is to scrutinise performance in relation to the Hackney Homes local offer and to work with Hackney Homes to introduce service improvements which will benefit all residents. They are independent and will bring their experiences of being tenants in Hackney to identify workable solutions. Based on their findings they will agree with officers within Hackney Homes a programme of service improvements which they will then monitor.

In order to achieve this, we have set out our performance against the areas that residents informed the Council and Hackney Homes as being important.

In a number of surveys, residents said that they required:

a) a quick and reliable repairs service
b) a quick and effective response to anti-social behaviour
c) cleaner and more attractive surroundings

Hackney Homes Tenants Scrutiny Performance Reports - 2012/13

The tenants scrutiny report is reported quarterly 4 times a year and consists of three distinct areas:

  1. Performances on the Regulatory Standards
  2. Performances on the Tenants Local Offer
  3. Performance against Hackney Homes Delivery Plan Business Critical Indicators (BCI's)
The performance reports are in the style and format chosen by residents, as part of the wider consultation that took place during 2010/11 on making information more accessible.

Hackney Homes' Performance Team is responsible for the collection of this information and the provision of it to the Board, Senior Management team and to Hackney Council.

The performance monitoring year is based on the financial year from 1 April to 31 March.
